consultation firm, specializing in providing services
to non-profit organizations, agencies of the government,
and municipal government.

does TJ and Consultants, Inc. do?

TJ
and Consultants, Inc. is a management consulting and
affordable housing development company. Its management
consulting services are primarily for non-profit organizations.
In this regard, TJC provides technical assistance and
training in the areas of business organization and development,
resource management, strategic plan development, and
public sector financing. This technical assistance may
be in the form of planning, survey analysis, research,
and evaluation, and training. Although many of these
services can be performed for the private sector, TJC's
specialty is with the non-profit/public sector organizations.
With
regards to affordable housing development, TJC provides
financial advisory services to developers, community
development corporations, and municipalities in all
phases of the development process. From feasibility
analysis, fund development, owners' representation during
construction, initial rent-up or purchase, and third
party property management, are all examples of the types
of work performed.

TJC find rental units or houses for families in the
marketplace?

a general rule, TJC does not find rental units or
houses for families. Only in the context of an affordable
housing development will TJC work with the owner or
sponsor of the housing to market the units for rent
or for sale.

What
does affordable housing mean?
|

|
The
criteria for affordable housing are based on the
Department of Housing and Urban Development's definition.
Usually, affordable housing is made available to
low and moderate-income households or special needs
populations.
Low
to moderate income households are households at
or below 80% of the area family median income.
Special
needs housing is usually referred to as housing
for the elderly/elderly disabled, persons with HIV/AIDS,
mentally disabled, abused persons, the disabled,
etc.
TJC
has generally developed housing for low to moderate-income
households, the elderly, and the elderly disabled.

How
does a client use the services of TJC?

As
an affordable housing consultant, clients use TJC in
the following manner:
- Prepare
Grant Applications and Loan Packages, including low
income housing federal tax credit applications in
Pennsylvania only
- Conduct
Feasibility Analysis
- Prepare
Bids Pages for Members of the Development Team (architect,
attorney, accountant, general contractor, management
company)
- Act
as the Owners/Sponsor's Representative during construction
- Develop
a Marketing Plan
- Hire
a third party manager or train incumbent staff for
property management
As
a management consultant, clients use TJC in the following
manner:
- Develop
Strategic Plans
- Conduct
an Organizational and Capacity Assessment
- Conduct
surveys to evaluate effectiveness and/or performance
- Provide
training to staff or board members in grant writing,
needs assessment, affordable housing development,
program and agency evaluation, etc.

Consultation is priced on an hourly rate for all staff/consultants
involved.
Housing
Development Projects are based on a percentage of the
total development costs. All events require a retainage
fee, whose payment structure can be negotiated.
