Dr. Smith completed her doctoral work in May 1990 with a dissertation on "A Qualitative Longitudinal Analysis of the Experiences of Families Caring for Disabled Older Persons in the Community." Dr. Smith has also had an enriched career in the management, administration, and planning and evaluation of programs that serve the elderly.

Dr. Smith is currently the Director of the Center on Aging at Lincoln University and an Assistant Professor in the Masters of Human Services Program, where she teaches the Research Methodology courses.

She has also been a Research Investigator and Lecturer in the School of Social Work at the University of Pennsylvania. In this position, Dr. Smith was responsible for the development of research projects to be conducted at the facilities of the Mercy-Douglass Corporation, an organization providing a variety of services to older persons. Dr. Smith has also been the Director of Training at the Research and Training Center for Rehabilitation of Elderly Disabled at the University of Pennsylvania, and the Assistant Director of Planning at the Philadelphia Corporation on Aging.

These positions have required Dr. Smith to be responsible for research and planning activities necessary for the development of continuing education programs in the fields of aging and rehabilitation, the coordination of a national conference, report and proposal writing, and the supervision of the collection and analysis of data.

As Director of Research for TJ and CONSULTANTS, Dr. Smith is responsible for the design of all research, evaluation, and survey analysis projects. Her most recently completed projects for TJ and CONSULTANTS include a Neighborhood Labor Force Analysis conducted in conjunction with the Annie Casey Foundation and the Investment Fund in Philadelphia.
