TJ and CONSULTANTS was incorporated in 1982 and began operating on a full time basis in 1991. As President and CEO, Ms. Jacks is responsible for the administrative management of all projects and for the marketing of the firm's products and services.

Prior to forming her own company, Ms. Jacks was employed with various public sector organizations in senior management and executive positions. These positions were held with the Philadelphia Housing Authority, Stephen Smith Geriatric Center, Temple University's Institute on Aging, the Health Systems Agency of Southeastern Pennsylvania, and the Bureau on Aging of the Pennsylvania Department of Public Welfare.

Ms. Jacks' technical skills include Planning, Administration, Survey Research, and Grant Writing. Additionally, Ms. Jacks has created an affordable housing consultancy within the firm. In this capacity, Ms. Jacks advises non-profit and for profit developers in the financing of affordable multi-family and single family homes. Further, Ms. Jacks is a certified 203k Rehabilitation Consultant.

Ms. Jacks is a graduate of Cheyney University and Bryn Mawr College. Her education has been supplemented with a number of continuing education/training programs, seminars, conferences, and workshops.

  • Directed the Marketing and Procurement activities of the firm

  • Provide administrative and management oversight to the various contracts

  • Developed the capacity to create and deliver a variety of training modules that focused on marketing, organizational assessment, grant writing, fundraising, etc. for nonprofit organizations.

  • Provided consultation for affordable housing development to municipalities and nonprofit organizations

  • Engaged in independent research studying neighborhood labor force, consumer health practices among the elderly, supportive and re-mediation services for disadvantaged youth in a college setting, neighborhood needs assessment, etc.

  • Provided training in the affordable housing development process to potential housing developers

Resident Services Advisor

  • Directed the Resident Services Department overseeing the creation of supportive services and health care services, and employment services to the adults living in public housing

  • Created various character formation programs for the youth of public housing

  • Increased the base funding of the department from $2.5 million to $4.5 million and increased the supervisory staff from two persons to five persons

  • Assisted the Director of Section 8 programs with the planning an evaluation of its Family Self-Sufficiency program

  • Directed the community giving campaign for the oldest surviving African-American nursing home in the country

  • Raised more than $75,000 from community and foundation sources

  • Created the first intake center for homeless persons for the City of Philadelphia (contract position)

  • Merged three independent city agencies into one agency (Adult and Aging Services)
