Ms. Jackson has more than twenty-five years experience in working with low and moderate-income, minority neighborhoods. She has completed several long-term strategic plans for urban neighborhoods and organizations that serve low-income populations. Ms. Jackson has also structured workforce development and economic development projects that involved community based organizations and national corporations as partners.

Ms. Jackson's experiences include both social/supportive services planning and real estate development. She has been instrumental in planning employment placement programs, affordable housing, and other family self-sufficiency efforts. Although her work focuses primarily on low/minority income households, a major portion of this population has been individuals and families with mental disabilities and the homeless.

Ms. Jackson holds a BA degree from Bryn Mawr College.

Selected Planning Consultations

  • Public Housing Policy Development
    Strategic planning, research and organizing targeted relocation of low-income families and high-rise public housing to scattered site homes in neighborhoods to promote integration of public housing tenants into the community. Plan included provision of self-sufficiency and human service supports. Principals of plan incorporated into HUD's HOPE VI program.

  • Multi-Year Strategic Plans for Several Community Development Corporations
    Conducted needs assessments, opportunity analyses and developed multi-year strategic plans in neighborhood specific areas including housing development, entrepreneurial development, adult and youth education, commercial development and work force development.

  • Urban Policy Development
    Examination of underlying reasons for urban population loss. Developed urban public policy recommendations articulated up from analysis of one economically and racially diverse community. Investigation and recommendations in the areas of public education, public safety, business and work force development.

  • Organizational Assessment and Strategic Planning
    Completed organizational assessments of community groups to identify infrastructure development needs. Completed strategic plan to assist community based health organizations in conversion to fee for service support.

Real Estate & Community Economic Development Consultations

  • Nia Center - Converted 14,000 square foot vacant school to neighborhood human service center. Responsible for site acquisition funds development, design, construction and leasing. Center provides comprehensive early childhood development; adult basic education and employment skills development; and services for at-risk youth and families. Developed as part of a comprehensive neighborhood revitalization strategy.

  • Hardshell Café - New construction 140-seat, full service restaurant. Responsible for site acquisition, funds development, design, and deal structuring. Developed as part of a comprehensive neighborhood revitalization strategy.

  • Southern Pennsylvania Regional Employment and Training Center - Project included 4.5 acre Urban Renewal Area, rehabilitation of a 70,000 square foot abandoned factory into a targeted employment-training center with major corporate partners. Will prepare inner city workers for careers in regional growth industries. Responsible for site acquisition, raising $9 million for site acquisition development and design. Developed as part of a comprehensive neighborhood revitalization strategy.

  • Amoco & McDonald's Totally Integrated Unit - Provided project management for development of a combined Amoco & McDonald's retail development as part of community economic development strategy. Project included funds development, coordination of state and local government agencies, national corporations and re-mediation of serious environmental hazards. Project will bring community 100 new jobs and $2 million in private investment.

1988 - 1992 1260 Housing Development Corporation, Director

Developed housing in community for 300 individuals and families with mental disabilities and the homeless. Developed citywide property management system for agencies owned and master leased units. Raised $13 million for housing development and long-term operating subsidies. Developed linkages with clinical service providers. Created agency endowment through securities-based investment strategy.

1986 - 1988 Philadelphia Housing Authority, Director of Housing Services

Responsible for the management of Authority admissions, social services and security functions. Automated Authority applicant intake functions. Designed and installed applicant screening and eligibility determination system. Expanded human service opportunities through design and installation of youth programs and expansion of early childhood development programs. Developed linkages with City human service agencies for families evicted from public housing. Developed first Standard Operating Procedures for Authority Police Department. Designed and installed the Authority's first security system for high rise family developments resulting in a fifty percent reduction in violent crimes. Developed training program to enable tenants to qualify for Authority Police Department employment.

1982 - 1986 Philadelphia Office of Housing and Community Development, Director of Public Housing Rehabilitation, Weatherization and Energy Assistance Programs

Rehabilitated 3,000 public housing units in scattered and conventional sites. Designed utility-supported energy assistance, private rental housing and homeowner repair/modernization programs. Provided weatherization and energy assistance to 7,000 households. Administered $20 million in federal funds. Responsible for Federal regulatory compliance for all agency contracts.

1980 - 1982 Urban League of Philadelphia, Director of Housing

Provided pre-purchase counseling to first time homeowners and mortgage default counseling to existing homeowners. Designed "Training for Trainers" program to enable other community groups to provide housing counseling services. Managed Court-approved escrow account system for housing units designated unfit for human habitation. Developed automated lock box system for tenant escrow deposits.

1976 - 1980 Tenant Action Group, Founding Director

Organized citywide tenants' rights organization. Provided direct services to 1,000 low-income tenants. Leads the research, advocacy and legislative efforts resulting in creation of a Housing Court for the Philadelphia County Municipal Court, prohibition of discrimination against families with children in rental housing, allocation of Federal housing funds to certain minority communities.
